1) The Partner of Caricom – China Heilongjiang Xinliang Grains & Oil Group Co., Ltd has been making a significant investment in the agricultural projects in Venezuela since 2008

Heilongjiang Xinliang Grains and Oil Group is 100% owned by the government of Heilongjiang province China and it has been ranked as the number one agricultural group in Heilongjiang Province China.

Under the platform of PetroChina and PDVSA in 2008, under the 7th Meeting of the China-Venezuela High-level Mixed Committee and under the 8th Meeting of the China-Venezuela High-level Mixed Committee, Heilongjiang Xinliang Grains and Oil Group acted as the agricultural gateway and platform of PetroChina has been directly in talks with PDVSA Agriculture about all the agricultural investment matters related to the cooperation and development on agricultural projects in Venezuela.

The above direct negotiations have been held both in China and in Venezuela under the supervision of the China-Venezuela High-level Mixed Committee since 2008, A series of agreements with PDVSA agriculture in the area of both sides Knox Orinoco heavy oil belt in Venezuela to be developed for the agricultural and farming projects have been reached.

XinliangAgri

Its project in Venezuela consists of a collection of value-added total solutions along each section of the full agriculture production chain, starting with seeds, soil amelioration, plantation, water irrigation system, farm machinery, agricultural logistic distribution and the further value-added processing of agricultural products whatsoever in the widest possible sense of the word.

Of course it would be as well to increase productive crops and livestock products, raising the level of modernization of the agriculture, to provide analysis report and project viability regarding the development of agricultural infrastructure projects by building up elevators and agricultural support facilities including the construction of grain /crop storages, logistics and port facilities agriculture, the development of agricultural infrastructure in the widest sense.

The above can be achieved by building up elevators and agricultural support facilities, including the construction of grain storages, logistics and port facilities, the agricultural farming land development to increase crop production in the widest possible sense, construction of water irrigation systems and expansion of irrigation areas and to build livestock facilities i.e. construction of new highly technological livestock facilities and so on, i.e.

Phase I

  • Provide analysis report and viability of project with ultimate goal the annual production of minimal 500.000 tonnes of crop and other feeding products c.q aliment for all type of animals, live stock, cattle, including fishery etc.
  • Provide analysis report and project viability regarding the construction of pigs-swine hatcheries and hogs with goal to breed and hatch pigs of the highest possible quality and subsequent processing thereof.
  • Provide analysis report and study the viability of aquaculture-projects and hydro-engineering and the application thereof.

Phase II

  • Improvement/amelioration of the terrains and soils situated in the so-called Orinico Belt of Venezuela designated for agricultural purposes by deployment of organic and agro-chemical fertilizers and cropping.
  • Establishment of an Agricultural Science Institution.
  • Cultivation of grains and crops and other species typically growing in the soils of the Sabana of Venezuela.
  • Development of facility units for fishery production.Development of facility units for pig hatcheries and hogs.
  • Development of facility units for hatcheries of cattle and other live stock.
  • Construction and installation of two newly high tech plants for production of animal feeding products c.q aliment for all type of animals, live stock and cattle. One of these plants to be constructed in Venezuela and the second one to be located in China.
  • Development of facility units for the production of Cassava (Yuca).
  • Development of facility units for instant rice production.
  • Construction and installation of a plant in Venezuela for the production of agrochemicals and organic fertilizers.
    Construction and establishing food storage capacity of 300.000 tonnes in Venezuela, which China will supply with aliments and food.

The above project value to be implemented is currently in the process of negotiating with related governmental authorities of China and Venezuela, which leads to the process of being directly under negotiation between PDVSA Agriculture via Caricom and three China state-owned agricultural groups to carry out the implementation of the mandated agricultural projects.

Current status:

Gordon Lee, the Vice General Manager of China Heilongjiang Xinliang Grains and Oil Group Co., Ltd and the manager of Beijing Xinliang International Agricultural Development Co., Ltd has met Mr. Simon Zerpa Delgado, the Presidential Commissioner, the Representative of Venezuela, Chinese-Venezuela Joint Funds Lending Facilities in person on 31th October 2013 in the presidential office in Caracas, i.e. Republica Bolivariana de Venezuela Presidencia http://psuv.org.ve/.

After the meetings, Gordon Lee has immediately submitted the full set of related documents of our Agricultural project with PDVSA Agriculture to the Commercial Department of the Embassy of People’s Republic of China in Caracas Venezuela, for the records in line with requirements of both governments of China and Venezuela.

The Chinese-Venezuela Joint Funds Lending Facilities is in the process of approaching to the China-Venezuela High-level Mixed Committee on agricultural projects to dig out more related information in their archive file in the energy sub-committee of the China-Venezuela High-level Mixed Committee, so that Gordon Lee together with his Chinese principal can further coordinate PetroChina http://www.petrochina.com.cn/ptr/, China Development Bank (CDB) http://www.cdb.com.cn/english/index.asp and China Investment Corporation (CIC) http://www.china-inv.cn/cicen/ and China National Development and Reform Commission http://en.ndrc.gov.cn/ to continue advancing the agricultural projects in Venezuela further.

In summary, Caricom always makes its best efforts to politically, professionally and logistically support Heiloongjiang Xinliang Grains and Oils Group and Heilongjiang LongYou Enterprise Group in connection with their agricultural and energy projects in Venezuela and its related activities in the Phase I and then, to invite Xingjiang Agricultural Group directly under government of Xinjiang Autnomous region China to join the oil-for-agricultural syndication in the Phase II.

2) Drilling equipment and refinery equipment for PDVSA

Caricom via one of its associates Chesham Group together with Baroud Group of Curacao www.baroudgroup.com works with PDVSA Equipment to carry out the fund-raising, funding, financing and then to manufacture, build and construction of the oil related equipment of Germany (made in China) and the purchase of equipment in China, which will be needed and ordered by PDVSA Equipment Division for itself PDVSA to expand its oil drilling and oil-related activities in Venezuela.

3) The platform with the food trade flow Venezuela and China via Caricom under the gateway of Heilongjiang Xinliang Grains and Oil Group to be arranged by the China-Venezuela High-level Mixed Committee
